Memorial Day Weekend Offers
a Great Start to Summer

The Memorial Day Weekend festivities kicked-off on Saturday, May 26th with the Pool Opening Party. Not only was the party a huge success, but the pool was the busiest we’ve ever seen it on opening weekend! In addition to the Pool Opening Party, Memorial Day Weekend featured two other great events.

Saturday morning started with a Coffee Hour, where homeowners and their guests enjoyed fresh, hot coffee with light breakfast snacks. Coffee Hour was immediately followed by a fantastic presentation by Mary Ann Perkins, Director of Operations at Kentuck Knob, a Frank Lloyd Wright House.
The Pool Opening Party was held mid-day at the South Ridge Center Swimming Pool and was open to all homeowners and guests in attendance at the pool. The Recreation Committee served nearly 300 hot dogs for this event! In addition, guests enjoyed the swimming pool and making a variety of crafts.

The evening wound down with a Craft Beer Exchange. Over 20 people attended the event and enjoyed over 10 different types of craft beers. Our homeowners and their guests also enjoyed an evening of socializing with their neighbors and friends.

Despite all the fun, it wouldn’t be a Memorial Day Weekend without a little bit of rain. Sunday was the day for rain, but Monday followed with even more sunshine. Overall, the weekend turned out to be a fantastic way to start the Summer.

In the event of swimming pool closures or modifications to the hours of operation, the community and its homeowners will be notified. For questions regarding pool operations, please contact the Hidden Valley Foundation Office at 814.443.3001.

The South Ridge swimming pool is open to homeowners, guests, and renters while the Highlands swimming pool is only open to homeowners and their guests. Therefore, we wish to remind everyone that the lifeguards will be continuing to check for homeowner cards and/or temporary pool passes upon entering the swimming pool areas. Hidden Valley Foundation encourages all homeowners, guests, and renters to review the pool rules to ensure the safety of all. Help us help you have a relaxing pool visit with minimal complications.

The South Ridge and Highlands Center swimming pool rules are:

Hidden Valley Mountain Metric
Scheduled for July 14, 2018

The second annual Hidden Valley Mountain Metric (HVMM) bicycle challenge will be held on Saturday July 14, 2018. Hidden Valley homeowners, and all cycling enthusiasts are welcome to participate in this road course ride that features our community, the resort, and much of the scenic beauty and challenging cycling terrain our region has to offer.

The HVMM is more than an activity for homeowners. It is a strategic initiative sponsored by the Foundation in order to promote awareness of the many advantages and opportunities for home-ownership at Hidden Valley among outdoor enthusiasts from our primary markets, including Pittsburgh, Washington, DC, northern Virginia, Baltimore, and Ohio. The inaugural HVMM in 2017 attracted more than 100 experienced cyclists from seven states, many of whom had their first exposure to Hidden Valley through participation in the event.

“We experienced immediate success with the 2017 event”, says Jay Barbaccia, Hidden Valley homeowner and HVMM chairperson. “We have a great and dedicated organizing committee, and we apparently struck a positive chord with the cycling community at large. But even more important, we brought to residential Hidden Valley a contingent of riders who have the wherewithal, the outdoors interest, and the proximity, to add Hidden Valley to their list of second or primary home consideration”.

The strategy has already paid off. Rick Marafino of Virginia, was a participant in the HVMM last July.  He, with his family, have purchased a home at Hidden Valley, and Mr. Marafino credits the HVMM with having spurred his decision to buy. The Marafino’s originally learned of Hidden Valley’s existence through a close friend and fellow homeowner, Steve Gough. Mr. Marafino’s first experience at Hidden Valley was “a picture perfect, snowy weekend;” one that left a lasting impression.

Even though the Marafino’s enjoyed visiting Hidden Valley, they originally had their sights set on purchasing a home at nearby Deep Creek Lake, Maryland. Rick said, “up until I participated in the Hidden Valley Mountain Metric last year, I had only experienced weekends at my friend’s house and only in the Winter. We hadn’t explored the surrounding locales. While cycling in the Mountain Metric, I realized how beautiful the surrounding areas were and how many nature preserves and parks are nearby…we researched and saw how much the Resort and surrounding areas have to offer, even in the Summer.”

“It’s a bit of a cliché”, says Barbaccia, “but this Hidden Valley community really sells itself.  What we’re working to do through the HVMM is to expose our terrific Mountain Lifestyle to a broader audience, and then let the attractions of our community and region work their magic.  We welcome the Marafino family to Hidden Valley, and look forward to welcoming even more new ride participants to experience our special brand of hospitality on July 14 at this year’s event.”

2017-2018 Winter Review

Submitted by John Cupps (a.k.a “John at Hidden Valley”, courtesy of Tony Martin, Meteorologist at WJAC TV)

This was a pretty good Winter season for us…we had 142.9” of snow this season. It was also a long season, with our first measurable snowfall of ½ an inch on October 30th and our last measurable snowfall of 2.8” on April 19th. We even had a few flurries falling on the evening of April 28th, with the temperature registering a low of 26 degrees on the morning of April 29th with more flurries! In fact, we had a lot of snow in April- 17.5”- along with 2 days in the 70’s and one in the 80’s before our final measurable snowfall! Our largest snowfall was 8” on February 2nd.

Looking back on the past few seasons, below is the trend we’ve seen:

2017   111.3” 2016 80.7”
2015  99.7” 2014 137.4”
2013  124”  2012  57”
2011   150” 2010 196”

If you break it down by month, our season looked like this (yes, we do usually have 7 months with snow):

Property Inspections Underway

As weather permits, property inspections will continue. During a property inspection, the entire exterior of the unit is inspected. It is the responsibility of the homeowner and the Foundation to ensure that all properties are well maintained, orderly, aesthetically pleasing in appearance, and in compliance with the Foundation’s covenants. Anything that might visually stand out from these standards will be noted, prompting the Foundation to send a “Violation Letter” to the homeowner in which case, the homeowner would be responsible for correcting the violation.

Hidden Valley Foundation would like to remind homeowners that fire pits among townhouses and condominiums are not permitted in the community. Also, according to the International Fire Codes and the Pennsylvania Condominium laws, grills and/or outdoor cooking devices are prohibited from being used or stored on unit decks within a condominium association. Questions related to rules and regulations in the Hidden Valley community can be directed to Vickie Baughman at the Foundation Office.

HIDDEN VALLEY FOUNDATION, INC. BOARD OF DIRECTORS MEETING
May 18, 2018

MEMBERS TIME & QUESTIONS ON NEW BUSINESS ITEMS

Resident: John Cupps, 2406 South Ridge Lane, thanked the Board and especially Bob Kollar for preparing a position statement and timeline regarding the rate increases by the HVUS (Hidden Valley Utility Services) and for placing the information on the website. This helps homeowners understand and participate in the process regarding concerns about Hidden Valley water and wastewater. He also encouraged the Board file a formal complaint.

Response: President Jones thanked Mr. Cupps for his remarks.

Resident: Richard Williams, 2414 South Ridge Place, brought to the attention of the Board a safety concern regarding speeding vehicles on South Ridge Drive, frequently travelling at 40 to 50 miles per hour.  He asked that speed limit, caution signs and speed bumps be installed since the roads are shared with pedestrians and bicyclists, children playing, and dogs on walks.

Response: President Jones thanked Mr. Williams for his comments and request.

Resident: Stacy Moon, 516 Kooser Circle, asked the Board to reconsider the color of the privacy walls on decks. She showed pictures of the way the privacy walls were tied into the siding on her neighbor’s house and requested that the privacy walls be the same color as the house siding rather than introducing another color.

Response: President Jones thanked Ms. Moon for her request and stated that it would be discussed by the Board in Executive Session.

Resident: Tom Paulone, 505 Kooser Circle, asked the Board to consider allowing snowmobiles on property, within reason. He also asked for permission to have access to and park his snowmobile in his trailer in one of his parking spaces in the winter. He mentioned that snowmobiling is a legal sport and that Hidden Valley is situated adjacent to an extensive trail system. He asked the Board to make it legal to have snowmobiles and snowmobile trailers on property. He also mentioned that the Foundation Office was very helpful in working with him in allowing his trailer to be parked at the Foundation’s overflow parking area but the best solution would be to allow snowmobile access. This will attract more people to Hidden Valley and add value to the community.

Response: President Jones said that Mr. Paulone’s comments were appreciated but the governing documents do not allow snowmobile access on property. Unlike Hidden Valley, snowmobilers who ride to the Sporting Clays at Seven Springs are able to travel on a trail system and not on residential property. She asked that the Board and Executive Director take this situation under consideration, do more research, discuss what can be done, and get back to Mr. Paulone.

New Business Items:

Resident: Dave Fiola, 2403 South Ridge Lane, asked about the official action on April 23, 2018 for the approval of line striping by PSE and if concerns expressed by John Eddy had been addressed.  He also commented on the recent drone purchase, how it was being used, how it would benefit homeowners, and if there something on the website about it.

Response: President Jones stated that the concerns about the companies who bid on the line striping were addressed by Maintenance Supervisor Brian Hofer who contacted the companies to clarify the comparisons and the Board was satisfied that PSE was best choice for meeting the necessary requirements.

President Jones commented that the drone has been used on multiple occasions and photos of the construction repairs on the homes have been beneficial for the Board to see. The drone allows photos to be taken quickly and easily for repairs on the higher levels of the buildings, such as the Summit.  It has also been used to survey the site in regard to the proposed South Ridge Center improvements and for marketing purposes as well.

Executive Director ElBayly added that the drone was used for Summit renovations, aerial measurements for the Westview turnover, clarification of discrepancies raised by the ACC (Architectural Control Committee), aerial detailing of the utilities for the South Ridge Center project, assistance with three Capital projects, last year’s Mountain Metric – which was on the website. He is currently responding to requests for drone images of each community on the website. The drone also is proving its ongoing usefulness with roof inspections. It is limited to Foundation use, and a commercial FAA license is needed by the operator. In the future, Brian will be trained to assist in operating the drone.

Jeff Coulter added that the Foundation needed to acquire the drone since Adam had been using his own drone prior to this time.

Resident: John Cupps, 2406 South Ridge Lane, inquired as to whether the street signs would be modified by removing the snowflake.  He mentioned that the snowflake on the Fairways and South Ridge monument signs are painted all red and need to have white lines to match the other signs.

Response: Executive Director ElBayly commented that the signs would be updated yearly to be consistent.

Resident: Edgar “Tack” Hammer, 2302 South Ridge Drive, asked if the Board would be making a motion to initiate a complaint regarding the HVUS rate increases.

Response: President Jones agreed that the motion would be made by the Board under New Business.

Respectfully submitted by Lynne Rackley, Secretary of the Board

If so, the Hidden Valley Foundation Office is asking those who have obtained an ACC Permit to contact Vickie at the Foundation Office to notify her of completed projects. Please comply with this stipulation that is included in the ACC Permit Approval Letters, as it is important for the Foundation Office to keep the most up-to-date records.

It is absolutely required by the Architectural Control Committee (ACC) Guidelines that all property owners shall have a permit before commencing with any structural or exterior change-this includes painting, pressure washing and sealing decks, roofing, new construction homes, additions, exterior modifications, and propane tanks which must have an enclosure. Drawings for approved styles of enclosures are available at the Foundation Office. There is no cost to obtaining an ACC Permit. The application can be obtained via email or fax request or downloaded from the website at www.hvftoday.com. For more information about the requirements for submitting an ACC Permit Application, please call Vickie at the Foundation Office (814.443.3001).

Please note: The Architectural Control Committee (ACC) will be meeting the first and third Fridays of every month at 9:00 AM. This schedule will continue through October of 2018. Beginning in November, the Committee will only meet on the first Friday of each month. The committee asks that all ACC Permit Applications be submitted by Wednesday prior to each Friday meeting. Late applications will be accepted, but may be deferred for further review by the committee.
